Jose Guzman focuses on regulatory and legislative matters involving the energy, water, transportation, and telecommunications industries.  Mr. Guzman has practiced public utility law for more than 40 years.  His experience includes representation of clients before a wide variety of local, state, and federal regulatory agencies and legislative bodies, including the U.S. Congress, the California Public Utilities Commission, the California Energy Commission, the Federal Communications Commission, and the Federal Surface Transportation Board (and its predecessor, the Interstate Commerce Commission).

Prior to joining Zuber Lawler, Mr. Guzman was a partner with Nossaman LLP in San Francisco for 21 years, representing individuals, corporations and other business entities, and public agencies, including cities, local and state transportation agencies, and special purpose districts.  He also oversaw the legal aspects of the construction of one of the first and largest fiber optic communications systems in the U.S.

Prior to that, he previously held the positions of Acting General Counsel, Vice President & Associate General Counsel, and General Corporate Counsel with Sprint Communications Company from 1983-1987.

Mr. Guzman currently serves as President of the Board of Directors of the Scotlan Youth and Family Center (a counseling, job training and career exploration center for youth in West Oakland) and President of the Lake Merritt Breakfast Club Charitable Foundation in Oakland, California.
